Third and final phase of training for polling personnel gets underway
Aalo, Mar 26: The third and final phase of training to Polling Personnel got underway at Aalo Club today. Attending the programme, M.K. Sahoo, District Election Officer West Siang said that the training is necessitated up to the third phase as we are preparing for a simultaneous poll and to acquaint the polling personnel with new guide lines of ECI. He asked the Presiding Officers to be careful on data entry in prescribed format and not make haste in their works that may badly affect the long drawn exercise. He assured to provide mobile hand sets and digital cameras for few critical polling stations to keep in touch on the day of poll. The randomization of polling personnel is likely to be completed by today and due care has been taken for posting of women and aged officials in election duties. TEZU, Mar 26: General Observers for Lok Sabha election Miranees Ahmad and Yusuf Dar and General Observer for Assembly Elections BK Behera along with District Election Officer Dr. BM Mishra conducted a meeting with all the political parties, their election agents and candidates to sensitize them towards Model Code of Conduct and Election expenditure at DC’s Conference Hall, Tezu today.
Candidates were also requested to furnish their worry list to enable the election machineries in planning for deployments accordingly.

DEO hold meeting with representative of political parties
SEPPA, Mar 26: The DEO cum DC, Tarin Dakpe had a meeting with election agents and representative of various political parties in DC’s Chamber here today.

Meanwhile, state BJP today lodged a complaint to Chief Electoral Officer saying that withdrawal of candidature by party candidate Nabam Tade from Sagalee (ST) constituency does not arise as he has not withdrawn his candidature, nor authorized any person including his election agent to do so on the last day of withdrawal of nominations.
The BJP further alleged that the state Chief Minister Nabam Tuki has been putting all means to get his candidature uncontested from this seat which has defeated the meaning of election in democracy. The BJP demanded intervention of ECI in this matter and also demanded enquiry into the ‘unjustified notification of withdrawal of candidature by the Returning officer.’
When contacted, CEO C B Kumar confirmed the receipt of the complaint from BJP. The complaint has been forwarded to ECI and it is upto ECI to take any decission, he added.
Congress manipulating opposition candidates: BJP
ITANAGAR, Mar 26: Bharatiya Janata Party (BJP) in Arunachal Pradesh today accused the ruling Congress of manipulating opposition candidates through various means by pressing them either not to file nominations or withdraw papers in order to win as many as seats uncontested in the April 9 Assembly polls in the state.

ITANAGAR, Mar 26: The total cash seized since enforcement of election Model Code of Conduct (MCC) in the state has touched the figure of Rs.93,35,800 today.
Besides, the static surveillance teams (SSTs) and flying squads working state under Election Commission of India to check possible violation of MCC have so far been able to seize huge quantities of Indian made foreign liquor (IMFL), arms and ammunitions, lethal weapons, gift items etc, what is believed to be the largest ever seizure of its kind in the history of Arunachal Pradesh.
According to official sources, the SS and FS teams today made seizure of cash amounting to Rs.2 lakh, 120 bottles of beer (650 ml), 13 bags of rice of 50 kg each, local daos, mufflers, banners, posters and manifestos of various political parties from various parts of the state.
With today’s seizure, the total cash seizure has increased from yesterday’s Rs. 91,35,800 lakh to 93,35,800 lakh, the sources informed.

Election observers for strict adherence to EC guidelines
ITANAGAR, Mar 26: General Election Observer for Anjaw district D Satapathy in a meeting with the contesting candidates and election agents appealed to all to cooperate and comply with Commission's guidelines for conducting free and fair election in the district.
Drawing the attention of the candidates towards violation of Model Code of Conduct (MCC), Satapathy urged them to strictly adhere to the guidelines in order to facilitate peaceful and ethical voting.
The General Election Observer today visited several polling booths to gather first hand information about the poll preparedness in the district.
Earlier, Deputy Commissioner cum District Election Officer (DEO) Duly Kamduk convened a meeting with all the Sector Magistrates on various issues for ensuring successful conduct of the elections.

For smooth conduct of elections a large numbers of presiding and polling officers are expected from outside the district for which accommodations are being arranged at community halls, school buildings etc. as there is acute shortage of hotels and other govt, lodges in the district. Changlang, Mar 26: Changlang DEO Chanchal Yadav today called a meeting with all candidates/ political parties, Changlang at DC’s Conference hall here in connection with the posters, banners etc. being affixed/displayed on Government premises.
While addressing the meeting she said that cases are brought to her notice that Party/Candidate
posters, Banners etc. being affixed/ displayed on Government premises which are in
violation of The Arunachal Pradesh Prevention of Defacement of Property Act 1997
and Model Code of Conduct issued by the Election Commission of India. No wall writing
or posters/ banners or defacement in any other form or erecting / displaying of cut-

RUKSIN, Mar 26: With the date for the Lok Sobha and Assembly elections comes closer, various political parties, like Indian National Congress (INC), Bharatiya Janata Party (BJP) have intensified their political activities by organizing party meeting at different levels.
The party workers and the contesting candidates were seen busy in easing political equations and intensifying their operation to woo voters.
The ruling Congress and opposition BJP are fielding candidates in all five constituencies

Addressing the meeting, Pramod Kumar Das urged all to follow the rules prescribed by the ECI and ensure the free and fair conduct of elections in the 5 Assembly constituencies. He made a request to all political parties to ensure the training of their agents regarding their duties and warned them not to take the law in their own hands. He added that any worries, grievances, apprehensions etc should be registered in the helpline no 223185 so that they could be resolved within the prescribed framework of the law. The observer also briefed the gathering on MCC, issuance of permission for vehicles, processions and public meetings, date and time of EVM preparation and candidates’ role in it etc.
Expenditure Observer Sudhir Kumar, stating the ECI’s wishes of providing equal opportunity for all candidates in the electoral process, said that expenditure of all candidates would be monitored and so urged them to maintain proper records. He also stressed on the provision of correct information and maintenance of a true and correct account by the contesting candidates.
DEO Taggu explained the Model Code of Conduct to all present and warned against the
use of any unlawful means on the polling day. He also informed on the authorization
given to the candidates to enter polling stations on the polling day and advised
them to follow the rules and not create any problems. Taggu also sought support of
all regarding requisition of vehicles for movement of polling personnel and materials
to the 244 polling station in the 5 constituencies. The RO (Daporijo) Kanki Darang

Blatant violation of fundamental right is going on
Dear Editor,
With grievous heart I would like to know whether Model Code Conduct for Election is mere directory orders ‘or’ it is mandatory provision? Is it above Fundamental Rights of an Individual engraved under the Indian constitution? What are the proper procedure and guideline of power and function being authorized and delegated to the Administrative authorities and Police personal engaged on election duty. Is the Election Model Code of Conduct a tool to grill and harass the public?
The way authorities and police personal are carrying out haphazard manner checking
and search operation of private vehicles is not good. Police personnel in full uniform
with sophisticated weapon are carrying out ‘pin point’ search of private Individual
vehicles, violating all the basic Rights of an Individual as if the Emergency Declaration
has been invoked in the state of Arunachal Pradesh under the Article.356 (State Emergency),
Article.352 (National Emergency) and Article. 360 (Financial Emergency) 'or’ is it
the Arm Force Special Power Act. 1958 came into operation? Are Election Commission
and State Government trying to conduct peaceful, free and fair atmosphere election
‘or’ they are trying to terrorize people by creating mental suffering and physical
harassment to public at large. Here is few grievances face by the public at large-

Usage of abusive and filthy language by the police personals especially by IRBN and CRPF jawan during search violates and infringement the Individual Fundamental Rights, i.e. the Right to Privacy of Individual under Article 19 & 21 of Indian Constitution.
6. Hurting the tribal sentiments and trying to jeopardize the customary law and practice of the people, the authorities and police personal on election duty have prohibited the carrying of dao and small knife which is meant for cutting jungles and for cultivation purpose. Many elderly person have been misbehave and their dao, knife and stick used for walking have been seize by the so called ‘flying squad team’.
If election official is delegated with such power and function by election commission of India for conducting free and fair election process, they should be held accountable too. They should use the power vested upon them by following proper procedure and guidelines and should not contravene principle of natural justice of an individual.

Through your esteemed daily I would like to request to all the candidates who are going to contest from 13th Itanagar assembly constituency in the upcoming Legislative Assembly election that please declare your election manifestoes as soon as possible so that we can have better idea about your agenda. Don’t think that money or muscle power will take away our votes. This time we really want to see true development in capital complex. There are many problems that we are confronting. Such as encroachment of govt. land, shortage of water supply, deteriorating sector roads, need for widening of roads, lack of parking zones and immediate construction of alternate route to Naharlagun and establishment of one more higher secondary school. And it would be better if the candidates go for open debate so that the public can ask questions related to developmental activities. So, this time let’s do something different.

Don’t play with emotion of innocent voters

The trend of surrendering election contest and compromising with the opposition party is not good for healthy democracy as it sends wrong message to the masses. Citizens are being deprived of their inherent democratic right of voting. It is threat in the sense that if two major political party of India BJP and Congress start compromising with each other in election then what will be the consequences? This trend will inspire others to file nominations and later withdraw by compromising with the opponent. So, this trend must be stopped and discouraged in all respect. If you are not able to represent, you don’t need to file a nomination and play with the emotion of innocent voters.
